Terms of Electric Service and Rate Schedules

 

Contract Service

The services defined under these schedules shall be furnished only upon written application of the customer through the City’s Finance Office.

Terms of Payment

The total amount billed is due on the 20th of the month in which the utility bill is issued.

Effective Dates
Rates will be effective with bills rendered after February 1, 2019 and with bills rendered after December 1st for the billing collection in January for each subsequent year.

Residential Service

Applicability

Applicable to and available for residential service to installations served through one meter per family unit in a residence or apartment including service up to 200 amperes. When service through one meter is used for both residential and commercial purposes, the applicable commercial rate shall apply.

Service

Service provided at the Residential Service rate will be alternating current 60 hertz, supplied at a nominal secondary voltage of 120/240 volts single phase.

Excise (kWh) Tax Adjustment

Small Commercial Service  (Secondary Service)

Applicability

Applicable to and available for commercial service which does not qualify for Large Commercial Service. Single and three-phase services are available under this service. A customer facility will be provided with either single phase or three-phase service only.

Service & Rate

Service provided at the Small Commercial Service rate will be alternating current 60 hertz, supplied at a nominal secondary voltage of 120/240 volts single phase, or 120/208 or 277/480 volts three phase.

Excise (kWh) Tax Adjustment

The rates and charges set forth in this schedule shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code 5727.81.

Large Commercial Service (Primary Service)

Applicability

Applicable to and available for commercial service that does not qualify for Small Commercial Service.  The Large Commercial Service classification is determined by a customer whose monthly peak billing demand is 50 kVA or higher during the previous calendar year. Single and three-phase services are available under this service. A customer facility will be provided with either single phase or three-phase service only.

New customers may be placed under this schedule if their peak monthly billing demand is estimated to be 50 kVA or higher for the next twelve month period.

Service & Rate

Service provided at the Large Commercial Service rate will be alternating current 60 hertz, supplied at nominal primary voltages of 7,200 volts, single phase, or 7,200/12,470 volts three-phase in accordance with Codified Ordinance 913.17.

 Demand

The billing demand shall be the metered peak kVA demand for the month.

Adjustment for Secondary Metering

The Utility reserves the right to install the metering equipment on either the primary or secondary side of the customer’s transformer installation. When installed on the secondary side of the customer’s transformer, the total of the distribution charge and generation charge shall be increased by a 2% adder.

Excise (kWh) Tax Adjustment

The rates and charges set forth in this schedule shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code 5727.81.

Large Industrial Service (Transmission Service)

Applicability

Applicable to and available for commercial service to a customer that has a connected load of at least 7500 kilowatts and is connected to the 69,000 volt transmission line of the City (hereinafter referred to as the Utility). Service under this contract will only be furnished by contract with the following stipulations and in accordance with the City’s ordinances.

Service & Rate

Service provided at the Large Industrial Service rate will be supplied at nominal primary voltages of 69,000 volts in accordance with Codified Ordinance 913.17. The following monthly charges will be used in calculating the monthly billing.

Customer Charge:                                     $500.00 per month

Demand Charge  per peak kW:               $4.25 per kW

Energy Charge per kWh:                          $.001 per kWh

kVar Reactive demand per kVar:            $1.00 per kVar

Power Supply Charge:                             As Provided Below

Power Supply Charge

The monthly Power Supply Charge shall reflect the energy, transmission and capacity related costs, adjusted for losses, incurred by the City in connection with supplying power and energy to the customer. Customer’s obligation to pay Power Supply Charges may extend beyond the termination of service under this schedule.

Demand

The kW and kVar billing demand shall be determined by the highest 60-minute integrated or equivalent thermal kW and kVar demand recorded for the month. The monthly billing demand shall not be less than 7,500 kW.

Excise (kWh) Tax Adjustment

The rates and charges set forth in this schedule shall be automatically increased to collect the kilowatt-hour tax imposed on municipal electric sales under the Ohio R.C. 5727.81 and any future changes thereof.

Contract for Service: Provisions

A written contract will be required to cover service furnished under this schedule, the term to depend upon investment required by the City, revenue to be received, customer Utility system upgrade costs and the like. The contract shall specify the monthly minimum charge, the minimum billing demand, power supply arrangements and liabilities, carbon neutral power supply requirements and all related matters to protect the Utility’s investment and liable power supply costs.

Net Billing Service

Applicability

Required for residential and commercial services which have installed renewable generation behind the utility billing meter.

Billing and Transition

Net Billing Service will be billed through a separate City of Oberlin electric utility account exclusive from all other City service charges, fees or other payments due to the City.  Credits accumulated from the electric Net Billing Service account may not be offset against any other City service charge, fee or other payment due to the City.

At the inception of the Net Billing Service account, any remaining kWh credit balance on the prior electric account will be paid to the customer, calculated on the most recent month’s retail rate. Net Billing Service customers will be required to pay the additional cost of the required bi-directional meter at the time of the account application. Existing solar customers at the time of the adoption of this Net Billing Service will be exempt from the additional meter charge.

Residential and Small Commercial Service & Rate

Metering will be through a bi-directional meter measuring imported and exported electricity separately at the customer’s facility. Imported electricity from the utility will be calculated at the corresponding residential or commercial rate schedule. Exported electricity to the utility will be credited at the current month’s applied generation charge (see Generation Charge) to the customer’s electric utility billing. Any remaining net credit will be carried over to the next month’s electric utility billing.

Large Commercial Service & Rate

Metering will be through a bi-directional meter measuring imported and exported electricity and peak imported kVA demand by the customer’s facility. Imported electricity from the utility will be calculated at the corresponding large commercial rate schedule. Billing demand will be the monthly peak demand on imported kVA. Exported electricity to the utility will be credited monthly at the current month’s applied generation charge to the customer’s electric utility billing. Any remaining net credit will be carried over to the next month’s electric utility billing.

Net Billing Credit Reconciliation

Beginning with electricity consumed through meter readings in early April of 2022, the City will reconcile any net credits from excess exported KWh to the Utility, any remaining credit to the net billing customers will be applied to the Utility’s distribution costs.  This process will be repeated at 3-year intervals or when the customer closes their electric account, whichever comes first.  If a net billing account is established within a 3-year cycle, their first reconciliation will occur at the next scheduled reconciliation, which may be less than 3 years.

EV Public Charging Station Service

Applicability

Applicable to EV public charging stations provided and maintained by Oberlin Municipal Light & Power.

Service & Rate

Service provided at Level 2 chargers and three-phase DC fast chargers (DCFC) will be provided at the following rate to the public.

Calculation of the EV Public Service Charging Rate

EVPR=(APP\KWH)+ARR+KWHT)*AC

EVPR = EV Public Charging Rate
APP = Cost of service fee for the management and fee processing of the charging station
KWH = Total kilowatt-hour sold from public EV charging stations in previous year
ARR = Average kWh retail rate from previous year
KWHT = State of Ohio mandated kWh tax per kilowatt-hour
AC = Administrative % charge to general fund

Excise (kWh) Tax Adjustment

The rates and charges set forth in this schedule shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code 5727.81.

Applied EV Public Charging Rate

This rate shall be calculated every January and the new rate will be applied in February of each year.

Security Light Service

Applicability

Available for area lighting where it is to be installed in a location accessible to service maintenance trucks.

Service

A pole mounted luminaire to furnish light from dusk to dawn.

Yard Security Light:                          $   5.00/Mo.

Small Flood Light:                             $   9.00/Mo.

Large Flood Light:  :                          $ 12.00/Mo.

Terms of Payment

The security light service billing will be added to the customer’s monthly utility bill.

Installation and Maintenance

The initial cost of the security light and accessory equipment is borne by the customer and must be paid in full before the City will install the security light. The installed security light will be maintained by the City as long as the utility billing is current.

Contract Service

The security light service shall be furnished upon written application and payment of the referenced initial cost through the Oberlin Municipal Light & Power System office by the customer.

Excise (kWh) Tax Adjustment

The rates and charges set forth in this schedule shall be automatically adjusted to reflect any change in the kilowatt-hour tax imposed by Ohio Revised Code 5727.81.

Generation Charge

 The Generation Charge shall be applied to the Residential Service, Small Commercial Service, and Large Commercial Service rate schedules.  The rate design of the Generation Charge may be changed as approved by Council.  The calculation of the Generation Charge shall be determined as a product of the following factors:

Determination of Generation Costs

The total monthly cost of generated power is derived primarily, but not limited to, bills rendered by AMP excluding energy, transmission and capacity related costs associated with providing power to customers served under the Large Industrial Service rate. The total generation costs may also include other generation-related costs which are not recovered in AMP billing including the local generating plant costs and the rate stabilization adjustment.

Calculation of Generation Charge

The calculation of the Generation Charge is a product of the following calculation:

where:

GC = Generation Charge of all rate schedules except the Large Industrial Service rate;
GBC =Total Generation Billed Costs including power supply costs, other generation-related costs and operation and maintenance costs of the local generating plant of the previous month excluding energy, transmission and capacity related costs associated with providing power to customers served under the Large Industrial Service rate schedule;
RSA = Rate Stabilization Adjustment*;
KWHT = Total kilowatt-hour sales of all customers from the nearest preceding fully metered month; and
KWHLISC = kWh sales to Large Industrial Service Customers

*Each January the Rate Stabilization Adjustment (RSA) is calculated as 90% of the total demand charge and energy charge revenue of the Large Industrial Service rate of the previous year, less the 1% General Fund Administrative Charge of the Large Industrial Service rate total revenue. This amount is divided by twelve and applied as a monthly RSA credit to the monthly generation charge calculation for the next twelve months beginning with bills rendered in February.

Applied Generation Charge

The current month’s calculated generation charge will be averaged with the previous two months’ generation charges and this average will be used as the applied generation charge for the current month’s billing.
