BIKE PATH MAINTENANCE AND REPAIR
August 30, 2024
During the week of September 3rd, Public Works personnel will be performing select maintenance and repair along the Donald J. Pease Memorial Bike Path (North Coast Inland Trail, aka US Bike Route 30) through Oberlin from Oberlin Rd. to Pyle South Amherst Rd. The following week staff will be surface sealing the bike path. Please ride carefully and respect all detours. Note that project timing is subject to change based on weather conditions and evolving responsibilities. Thank you for your patience and cooperation!

North Park Street Reconstruction and Intersection Improvements

- The traffic signal at North Park and East Lorain has been temporarily removed during construction. Traffic movements on North Park will be regulated by temporary STOP signs. After the construction is complete, a temporary traffic control light will be re-installed pending the permanent replacement of the signal, which is planned for 2025
- During construction, for about 6-7 weeks, North Park St. at East Lorain will be one-way northbound only. This includes residents and all school-related traffic. We have the School District’s consent to route traffic through school property using the loop road to North Pleasant St., see Circulation Map.
- When East Lorain St. is being widened to add left turn lanes at North Park St., alternating two-way traffic will be maintained in the south (eastbound) lane using flaggers.
- For your safety and the safety of construction workers, inspectors, City personnel, teachers, staff, parents and students traveling to school, please be careful around the construction work and construction equipment. Delays should be expected so please plan ahead. Residents on North Pleasant St. can expect additional traffic, especially at the beginning and end of the school day. Thank you for your patience and cooperation during this important improvement project.
- North Park Street between College Street and Lorain Street will be closed during the week of August 20, during working hours to accommodate Columbia Gas & Infrastructure’s completion of asphalt and concrete repairs.

Last fall, the Public Works Department submitted a successful application to the Ohio Public Works Commission for the North Park Street Reconstruction and Intersection Improvements project. OPWC will pay for 48% of the project costs up to $390,000. The balance of the funding is budgeted in the City’s Income Tax Capital Improvement Fund with $25,945.80 from the Storm Water Reserve Fund. We described the project in our application:
Since the 2021 completion of the new PK-5 Elementary School, North Park has seen a significant increase in all types of traffic. Its (2) 10’6” lanes do not support buses, inexperienced teen drivers and younger children walking and biking. To improve safety, the scope includes reconstruction and widening from 21’ to 26’.
This project also includes intersection improvements at East Lorain St. Traffic backing up west on SR511 is a result of eastbound school traffic turning left (north) on to North Park St. Curb radii and modest widening of East Lorain St. will provide for left turn/through lanes that will allow stacking for two buses. OMLPS and their engineering consultant, GPD Group, are currently working on the design of a new traffic signal system for this intersection and for the North Pleasant and East Lorain intersection. Traffic signal improvements are expected to be constructed in 2025.
On July 1st, City Council awarded the construction contract to Mc.B Paving in the amount of $782,197. Construction is expected to begin during the 3rd week in August.
The widening of the street to the east will require the removal of the existing sidewalk. To accommodate pedestrian traffic, the contractor will install a temporary 5′ wide stone sidewalk. This will become part of the base of the new multi-use path. Since the path itself is not eligible for OPWC project funding, this has been bid as a separate project, see below:
North Park Shared Use Path
The development of a multi-use path along the east side of North Park St. to facilitate and improve active transportation to the Oberlin City School District facilities is included in the School District’s School Transportation Plan and is one of several priority Active Transportation projects for the City. In order to construct this path, the City acquired 20’ of additional public right-of-way on the east side of North Park, including the former laundromat property and property from Oberlin College and from the Oberlin City School District. The new right-of-way was dedicated in June, 2023.
The new path will be located at the eastern edge of the right-of-way, providing for +/- 10’ of separation from the street. The work includes excavation, sub-grade preparation, underdrain connecting to the storm sewer improvements in North Park St., new stone aggregate base adjacent to the temporary sidewalk, intermediate and surfacing paving courses. Crosswalks are provided at the school loop road and the service driveway at the north end. On July 1st, City Council awarded this project to Crossroads Asphalt Recycling in the amount of $101,065. This project is expected to be built in October after the North Park Reconstruction & Intersection Improvement project described above is substantially complete.

South Pleasant Street Bridge Replacement
The City has received a Municipal Bridge Program grant from ODOT for 95% of the construction cost, up to $818,340, to replace the South Pleasant St. Bridge over Plum Creek. We are working with our design engineer, Schaffer, Johnston, Lichtenwalter & Associates and with ODOT to develop detailed drawings, the right-of-way plan and detour plans for vehicles, cyclists and pedestrians. South Pleasant St. will be closed at Plum Creek between East College and East Vine during bridge replacement. Construction is currently planned from spring/summer, 2026. We are working with American Structurepoint as our design engineer and with ODOT to develop detailed drawings, the right-of-way plan and detour plans for vehicles, cyclists and pedestrians. East Vine St. will be closed at Plum Creek between South Main (SR58) and South Pleasant St. for bridge replacement. Plans and comment sheets are available at City Hall. State Route 58 South Multi-Use Path
In June, 2023, City Council authorized a $197,070 contract with the Environmental Design Group (EDG) to design a new multi-use path on the west side of SR58 from Hamilton St., south to US20 and west on the north side of US20 to connect to the public sidewalk running from Wendy’s to Walmart. The SR58 Active Transportation Improvement Project will provide a safe route for pedestrians and cyclists to access retail destinations in southern Oberlin. Since the project is partly located in New Russia and Pittsfield townships and in the ODOT right-of-way, we’re working with multiple stakeholders in developing the plan. Both ODOT and City staff have reviewed the 50% plans and EDG is working on the 90% plan set. Staff is working with the adjoining property owners to acquire the necessary easements for construction.
